Special Case Team:

This council shall have the right to set up special case team when any special case or data gathering
regarding its authority and function is deemed necessary. Number, candidate and convener of the special case
team shall be subjected to the approval of general meeting. Special Case Team shall not be set up for not-yet-
occurred matters or presumable problems. Councilors shall not be a member of the Special Case Team if he/
she has a stake in the matter which the Special Case Team is about to handle. 81
